### Which Issue(s) This PR Fixes
- Fixes #3559
### Brief Description
Re-submits the previously reviewed change (supersedes #4478, which was
auto-closed by the stale bot after 7 days without activity) rebased onto
current `master` at `0228dad5`. Adds a server-side `GET
/api/system-alerts/deliveries/export` endpoint that streams the filtered
notification delivery feed as CSV bytes (with a UTF-8 BOM), plus an export
action on the deliveries page that downloads the blob with the active filters
applied. The rebase kept the #4700 instance-filter retry behaviour and its test
alongside the export tests.
### How Did You Test This Change?
Run on the rebased branch (`69d148f8`):
```
cd server && mvn -B -ntp
'-Dtest=NotificationOutboxServiceTest,SystemAlertControllerTest' test
NotificationOutboxServiceTest: 27, SystemAlertControllerTest: 12
Tests run: 39, Failures: 0, Errors: 0, Skipped: 0 — BUILD SUCCESS
cd web && npm test -- NotificationDeliveriesPage --run
Test Files 1 passed (1)
Tests 5 passed (5)
cd web && npm run lint
0 errors (11 pre-existing warnings in unrelated files)
```
Note: this is a server-side export endpoint approach for the same issue that
#4382 addresses client-side; both were filed independently against #3559.
