### Which Issue(s) This PR Fixes
- Fixes #3282
### Brief Description
The message detail modal gains a **Message Properties** tab between Content
and Trace. The backend already returns `properties` (capped at 64 entries /
1,024 chars per value) and a `propertiesTruncated` flag on every
`MessageRecordVO`; this change surfaces both: a sorted, copyable key/value
table and an info alert disclosing server-side truncation when the flag is set.
The `MessageRecord` frontend type gains the missing `propertiesTruncated`
field, and messages without user properties get an explicit empty state instead
of a blank tab. No server change is needed — the data was already on the wire.
### How Did You Test This Change?
Run on the branch (`35e7e6ef`, based on `master` @ `0228dad5`):
```
cd web && npm test -- MessagePage --run
Test Files 2 passed (2)
Tests 35 passed (35)
cd web && npm run lint
0 errors (11 pre-existing warnings in unrelated files)
```
New coverage: a message with `properties: {traceId, userId}` and
`propertiesTruncated: true` opens the **消息属性** tab and shows both rows plus the
truncation disclosure; a message with no properties shows the explicit empty
state. The existing content/trace modal tests keep passing unchanged.
