### Brief Description
`loadConsumerGroupPage` guards its error toast on the request id but ignores
the `silent` flag: a background auto-refresh tick (2s interval) that fails pops
`consumer.fetchListFailed` on every tick until the backend recovers. The toast
is now emitted only for user-initiated loads, matching how the same page
already treats the silent diagnostics refresh.
