Head commit for run: dbcbe827222f8a0dc2f7f82be629dea300b577bc / btlqql <[email protected]> fix(web): render LiteTopic instants in the labeled viewer zone LiteTopic's formatTime rendered createTime/lastActiveTime (epoch millis, absolute instants) with new Date(ts).toLocaleString(): locale dependent, silently converted and carrying no zone label, so the quota card, the session table and the session drawer showed different, unlabeled wall times to operators in different zones. formatTime now routes the instant through the shared formatUtcDateTime util, the same contract the alert surfaces use. Test: the LiteTopic suite pins the labeled viewer-zone rendering of an instant, both directly and in the last-active table column (red on the unmodified tree, green after the fix).
