fix(ai): scope custom prompt templates to the signed-in account

Custom templates lived under one global `localStorage` key, so every account
that
signed in through the same browser profile shared one list: after alice saved an
incident-specific prompt and signed out, bob saw it, could apply it (the wording
was disclosed in full) and could delete it, silently removing alice's work.

`readCustomPromptTemplates`, `writeCustomPromptTemplates` and
`deleteCustomPromptTemplate` now use a key derived from the signed-in account
(`rocketmq-studio-ai-prompt-templates:v2:user-id:<id>`, and a `:v2:single-user`
key for the unauthenticated single-user mode the app falls back to when no login
is required). The owner comes from `readAuthSession()`, so no caller can forget
to
pass it. The legacy ownerless key is taken over only in single-user mode, where
it
is this browser's own data; with an account signed in it is dropped instead of
being adopted by whoever opens the page next. Built-in templates and the
corrupt-JSON repair from #4575 are unchanged.

`promptTemplates.test.ts` gains four cases (templates of one account invisible
to
another, deletion scoped to the owner, legacy key not adopted by an
authenticated
account and cleared, legacy key migrated in single-user mode) and moves its two
raw-key assertions onto the scoped key.
