SystemAlertVO.time is a UTC LocalDateTime, so the alert API serializes a full ISO-8601 date-time such as 2026-07-02T18:15:00 (LegacyJackson2Config registers the JavaTime module and disables WRITE_DATES_AS_TIMESTAMPS). opsService.listSystemAlerts/listSystemAlertsPage serve those rows in mock mode and the alert page renders the field with formatUtcDateTime, which returns '-' for a value it cannot parse - Date.parse('18:15') is NaN. Mock mode therefore showed an empty Time column for every alert and exported a clock fragment under a "Time (UTC)" CSV header, while the same code renders correctly against a real backend. Carry the date-time the API serializes in the three mock rows and pin the wire format, the page-renderability and the AlertLevel vocabulary with the new web/src/mock/dashboard.test.ts.
