### Problem Settings → Notifications starts a settings save before sending a test notification. While that save is pending, a different channel's test button and the notification save/clear controls remain actionable. A second action can save the same settings record concurrently, so the operator sees overlapping spinners and the last write may overwrite the first action's snapshot. ### Reproduction 1. Start a DingTalk test and hold its `saveGeneralSettings` request. 2. Click Test email while the DingTalk test is pending. 3. A second `saveGeneralSettings` request is sent before the first finishes. The notification save and clear-secret actions have the same gap. ### Expected Only one notification settings action should run at a time.
