### What
`WelcomeStarters` — the empty-state starter cards of the AI page — had no
test. This adds `WelcomeStarters.test.tsx` with 5 tests.
### Why
A blank transcript is a guided entry point, not a dead end: each card binds
a common RocketMQ operations scenario to a chat mode, and picking one prefills
the composer (it does **not** auto-send, so the operator stays in control of
what actually runs). The scenario-to-mode binding and the translated-prompt
handover are the whole contract.
### What is pinned
- the four scenario cards render, each bound to its chat mode: health and
lag to **diagnose**, inventory to **query**, learn to **chat**;
- picking a card hands the caller the **translated prompt** and the card's
mode;
- the inventory card carries the query mode;
- each card shows its title and a **one-line ellipsised** description (a
wrapping description made the two-column grid ragged);
- the welcome title renders above the cards.
### Verification
- New tests on unmodified code: **5/5 green** (`npx vitest run`).
- Discriminating mutations on `WelcomeStarters`, vitest result verified red
each time:
1. the untranslated prompt key handed to the caller — red;
2. every card hardcoded to the chat mode — red;
3. the learn card dropped from the starter set — red.
- Restored: 5/5 green. Test-only change; no product code touched.
