### What
`TopicListItem` — one row of the topic listing — had no test. This adds
`TopicListItemTest` with 3 tests.
### What is pinned
- every listing field maps through: identity, cluster, type, both queue
counts, the typed perm, and the **statistics block** (messageCount, tps,
consumerGroupCount) a triage conversation leans on;
- a topic without collected statistics still lists, with zeroed counters
rather than vanishing;
- the perm travels as the typed enum, the value consumers branch on.
### Verification
- New tests on unmodified code: **3/3 green**, checkstyle clean (`mvn test
-Dtest=TopicListItemTest`).
- Discriminating mutations on `TopicListItem`, build result verified red
each time:
1. the message count replaced by the consumer-group count — red;
2. the write and read queue counts swapped — red;
3. the tps zeroed so every topic reads as idle — red.
- Restored: 3/3 green. Test-only change; no product code touched.
