   ## What is the purpose of the change
   Fixes #5789. Finite epoch values can still be outside the representable Date 
range. Prevent invalid Date objects from reaching the millisecond and 
relative-time formatters.
   
   ## Brief changelog
   - Return the existing placeholder for out-of-range timestamps and reference 
clocks.
   - Validate before the relative-time shortcuts, including future timestamps.
   - Cover both boundaries, values just outside them, and extreme finite 
numbers.
   
   ## Verifying this change
   - Four new range regressions failed before the fix with a malformed -.NaN 
result.
   - All 27 formatting utility tests passed after the fix, including 
relative-time and valid-boundary assertions.
   - TypeScript app check, changed-file ESLint, and git diff --check passed.
   - Full app build and backend tests were not rerun.
   
   ## AI assistance
   AI assisted with tracing invalid Date handling, drafting boundary-value 
regressions and the validation change, and reviewing the results.
