### What `CliBinaryProbe` answers “is this CLI on PATH” for the agent CLIs and the `rmqctl` MCP transport. It had no test. This adds 5 tests. ### What is pinned - **exit 0 within the budget means available; a non-zero exit means unavailable**; - **a timed-out probe is destroyed forcibly** and reported unavailable; - an I/O failure and an interrupt both mean unavailable, and **the interrupt restores the thread's interrupt flag**; - the available case also pins that the isolated environment is applied to the exact builder that starts, with **stderr merged into stdout** (an unread pipe cannot wedge the probe). ### Verification - New tests on unmodified code: **5/5 green**, checkstyle clean. - Discriminating mutation: the exit-code check dropped from the result (red). - Restored: 5/5 green.
