Four tests pin: a listening local port is reachable with a non-negative latency; a closed local port is unreachable with the -1 sentinel; the unreachable factory uses the sentinel; and the reachable factory clamps a negative latency to zero. Discriminating mutations (build result verified): the reachable branch swapped for unreachable (red). Restored: 4/4 green.
