The same defect was reported earlier as #4895 ("The ACL rule version filter
(ACL 1.0 / ACL 2.0) is ignored by the server") with PR #4891. It was **closed
by the stale bot** (`not_planned`, `github-actions[bot]`, "no activity for 7
days"), not because it was fixed or invalid; no merged change and no other open
issue or PR covers it. This issue re-raises it with a regression test and PR
#5900, and the earlier report is kept here as history.
