Because rust/Cargo.lock is not committed, CI's fresh `cargo msrv verify --min 1.74.0` resolves to powerfmt 0.2.1 and fails (the crate is pulled in via time -> deranged/time). Pin powerfmt to ">=0.2.0, <0.2.1" (i.e. 0.2.0), matching the existing MSRV-protection pins for indexmap/hashbrown/tempfile. Verified with `cargo msrv verify --min 1.74.0` -> [OK] Is compatible.
