Closing in favour of #5215, which predates this PR, covers the same `$&` / `` $` `` / `$'` / `$$` interpolation hazard, and already has maintainer direction. The only additional case this PR covered was substituting a placeholder that occurs more than once in one message; per the catalog check in #5215 no current zh/en entry relies on that, so there is no reason to keep two PRs open for the same defect.
