### Brief Description
Re-submits the previously reviewed change (supersedes #4482, which was
auto-closed by the stale bot after 7 days without activity) rebased onto
current `master` at `0228dad5`. The audit dashboard gains an exact operator
filter: `operator` is threaded through `queryLogs`/`summarize`/`exportLogs` and
the AI audit list tool, included in the filter options, and rendered as a
dropdown on the page. The rebase merges this with the search-term normalization
from #4682 (both the `normalizeSearch` call sites and its tests were ported to
the operator-aware signatures) and with the resource-operation timeline
parameters.

Run on the rebased branch (`7528e6c5`):

The `AuditServiceTest` run includes the four `normalizeSearch` regression
tests from #4682, now asserting the trimmed search together with the operator
parameter.
