### What AlertRulesYamlVO is the export/import envelope for alert rules transfer. It had no test. This pins: the rules document round-trips as one YAML string with value equality, and a fresh envelope carries no document - an empty string and an absent document are different states on the wire. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Regression only (envelope carrier). - Restored: green.
