### What DashboardStatsVO is the headline counter block the ops home renders. It had no test. This pins: every counter round-trips through the builder, and a fresh stats block reads as an empty deployment - zero clusters, zero traffic - rather than nulls the cards would have to guard against. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Discriminating mutation: the totalClusters default drifted to 1 (red). - Restored: green.
