### Which Issue(s) This PR Fixes - Fixes #6406 ### Brief Description A direct consumer alongside a Proxy consumer whose protocol/version is unknown currently produces mixed-protocol and mixed-version warnings. An incomplete scan returning one consumer also asserts that only one is online. Count only reported dimensions for these warnings and summary counts, and require a complete scan for the single-consumer diagnosis. Unknown fields remain visible, and their existing warnings remain active; genuinely mixed/custom reported metadata and complete single-consumer inventories retain their diagnostics. The partial-scan description now covers Consumer queries as well as Producer scans, with Chinese and English text. No API or collection behavior changes. Related #6112 fixes the separate Java Producer summary; this change addresses the `/clients` utility and Consumer cases. #5570 localizes the remaining diagnostic messages and may have a small text conflict. ### How Did You Test This Change? Node 22.19.0 / npm 11.11.1, committed lockfile, one Vitest fork and no file parallelism. `NODE_OPTIONS=--max-old-space-size=768 UV_THREADPOOL_SIZE=1 GOMAXPROCS=1` for tests; 1024 MiB old-space for lint/build. - Relevant utility + ClientsPage tests: baseline **13 failed / 33 passed**; fixed **46/46 passed**. Covers provider-shaped Proxy null fields, blank/absent metadata, incomplete scans, genuine mixed dimensions, complete single consumers and both description languages. Page services are mocked; no live Broker/Proxy test is claimed. - Full `npm test -- --maxWorkers=1 --pool=forks --no-file-parallelism`: **1617 passed / 2 failed**, 159 files. Failures are unchanged `Producer.test.tsx` “discards a slow connection response after the topic changes” (`pointer-events: none`) and `UserManagement.test.tsx` “exports all users that match the active filters” (missing `search: ops`). Both complete files independently give **29 passed / 2 failed** on a clean archive of baseline 779b8c0 and this branch, with the same commands and dependencies. Full tests are **not all green**. - `npm run lint`: 0 errors / 10 existing warnings; `npm run license:test`: 5/5; `npm run build`: TypeScript, Vite and distribution-license check passed. - Prettier on all modified TS/TSX files and `git diff --check` passed.
