## Problem The System Alerts CSV exporter breaks when a later page is empty and then reports export success, even if that page still reports unseen rows in `total`. For example, page 1 returns 100 items with total 200 and page 2 returns zero items with total 200: the downloaded file contains only 100 rows and the UI calls it a successful export. The empty-page guard added for a shrinking result set prevents a loop, but does not distinguish a confirmed shrink from an inconsistent or incomplete page. ## Reproduction Stub the first export page with 100 alerts and total 200. Stub page 2 with zero alerts and total 200. Click Export CSV; observe a partial file and success message. ## Proposed fix Use the latest page's total before deciding what an empty page means. If the total has fallen to the rows already fetched, finish the export; if the API still reports unseen rows, surface an export failure and do not download a partial CSV. Cover both outcomes in the page tests. -- This is an automated message from the Apache Git Service.
