   ### Which Issue(s) This PR Fixes

   Fixes #6742

   ### Brief Description

A TTL update can finish after the operator cancels its modal and submits a
different LiteTopic query. The completion previously refreshed filters captured
when the write started, making the obsolete request newest and replacing
current results.

Read the existing submitted-query ref when refreshing after success. This
preserves the latest submitted pattern/namespace and filter edits that have not
been searched. The TTL write target and request are unchanged.

Regression coverage includes completed pattern navigation, pending namespace
navigation (including quota), and unsent filter text. Unlike #6720/#6721, this
concerns post-write query refresh, not asynchronous instance lookup.

   ### How Did You Test This Change?

   - Baseline a92c2314 reproduced: after submitting payment, TTL completion
called the list API with undefined filters instead.
   - `cd web && npx vitest run src/pages/studio/__tests__/LiteTopic.test.tsx
--maxWorkers=1`: 27/27 pass, independently rerun.
   - `npx tsc -b --force`: pass.
   - Changed-file ESLint: 0 errors; one existing fast-refresh warning.
   - `npm run build`: pass, including license check (132 actual components, 139
license files).
   - Prettier and `git diff --check`: pass.
   - Node 24.19.0; full frontend suite and Java tests not run locally. No Java
changes.

   ### Checklist

   - [x] One coherent change
   - [x] Conventional Commit subject
   - [x] Regression tests added with Test suffix
   - [x] No new UI text, source files, API changes, or documentation
requirements

AI-assisted implementation and tests, reviewed and independently verified.
