   ### Which Issue(s) This PR Fixes

   Fixes #6752

   ### Brief Description

Use a JSON tuple for consumer progress row identity. Delimiter concatenation
gives the same key to distinct queues such as (orders-west, a, 0) and (orders,
west-a, 0). React can then retain a queue excluded by a topic filter, showing
stale offsets and lag alongside the requested topic.

The regression renders both colliding queues plus a third topic, filters to
the third topic, checks the exact remaining queue/offsets/lag, and restores all
queues after clearing the filter. Only the progress table identity changes.

   ### How Did You Test This Change?

   - Baseline reproduction failed: filtering retained an excluded queue.
   - Full ConsumerPage Vitest suite: 57/57 passed.
   - Independent targeted regression rerun: 1 passed, 56 skipped.
   - ESLint and Prettier checks passed for changed files.
   - NODE_OPTIONS=--max-old-space-size=1536 npm run build passed, including
TypeScript, Vite and frontend license checks.
   - Published tree matches the locally tested tree exactly.

   ### Checklist

   - [x] One coherent change
   - [x] Conventional Commit subject
   - [x] Regression test added with ...Test name
   - [x] No new UI strings or source files

No backend change; backend tests were not rerun locally.
