Fixes #6408. A failed certificate-list load answered with only a transient toast and empty rows, leaving the header asserting an inventory (`共 0 个证书`) the failed read never measured — indistinguishable from "no certificates", with no retry. Following the page family's established pattern (the `sessionDetailsFailed` precedent in UserManagement), a failed load now drives an `Alert type="error"` with a Retry action in place of the list, the header count renders `-` while loading or failed, and retry re-issues the request, recovering the rows and the measured count on success. Existing i18n keys are reused (`common.fetchDataFailed`, `common.retry`). Four regression tests: failed load shows the banner instead of `共 0 个证书` with the retry button present; retry re-issues the request (two calls) and recovers; a successful load renders the measured count.
