### Description
`NamesrvAddrParser.normalize("[2001:db8::1/64]:9876")` currently accepts the
value as a NameServer endpoint. The delegated Commons Validator method accepts
IPv6 network prefixes, but a network prefix is not a socket address. This lets
an unusable NameServer address pass the registry's validation.
The same problem applies to `/0`, `/128`, and scoped forms such as
`[fe80::1%eth0/64]:9876`.
### Expected behavior
Reject IPv6 prefix notation with the existing 400 malformed-literal error
before storing or probing the endpoint. Continue accepting unprefixed IPv6
literals and both named and numeric zone identifiers.
### Proposed change
Exclude `/` in the endpoint-specific IPv6 validator and add regression cases
alongside the existing valid-literal and zone-identifier tests.
