### Which Issue(s) This PR Fixes Fixes #6965. ### Brief Description Reject CIDR prefixes inside bracketed NameServer IPv6 endpoints. Commons Validator accepts IPv6 network notation such as `2001:db8::1/64`; a socket endpoint needs a host address, so accepting it here saves a configuration the client cannot connect to. The parser continues to accept valid IPv6 addresses and preserves named/numeric scope IDs. The change is limited to excluding the prefix separator before calling the existing IPv6 validator. ### How Did You Test This Change? - Added regression coverage for `/0`, `/64`, `/128`, and scoped addresses with prefixes. - Verified the new test fails on the original parser (no exception is raised). - Java 21 / Maven 3.9: `mvn -B -ntp -Dtest=NamesrvAddrParserTest test` passed: 19 tests, zero failures, zero Checkstyle violations. - The existing valid IPv6 and scope-ID cases passed in the same run. ### Checklist - [x] One coherent defect fix with a conventional commit. - [x] Regression method ends in `Test`. - [x] No new UI text, dependencies, or architecture changes. -- This is an automated message from the Apache Git Service.
