### Affected branch rocketmq-studio (c34535d) ### Problem The `build` stage of `server/Dockerfile` starts from Dragonwell, independently of `runtime-base`. It copies `scripts/legal.py`, LICENSE and NOTICE, but omits `scripts/legal-determinations.json` and `legal/licenses/` before `mvn package -DskipTests`. The package-phase `binary-license-gate` resolves these inputs relative to `/app/scripts/legal.py`. Without them, dependencies that rely on the checked-in determinations have no determination, and the collected Spring Boot loader materials are also absent. The copies under `/opt/studio-legal` in `runtime-base` cannot supply files to this stage. ### Expected Copy the same checked-in determination table and collected texts into the Maven build stage, preserving the package-phase gate. ### Regression evidence A stage-specific regression fails for both missing COPY instructions on the current base and passes after adding them. All seven existing/new legal script tests pass after the fix.
