## Summary Closes #6986. Honor Windows environment-name semantics while filtering inherited CLI variables and applying provider overrides. This preserves `Path` and other case variants of allowed names, and prevents duplicate Windows-equivalent names after an override. Unix remains case sensitive and the inherited allow-list is unchanged. The package-private platform-policy constructor makes both paths testable without changing global JVM properties. ## Validation - Two new Windows-policy regressions fail with the original filtering/merge logic. - A Unix regression preserves separate HOME/home entries and excludes unlisted Path. - `mvn -B -ntp -Dtest=CliProcessEnvironmentTest,CliAgentProviderTest test`: 24 passed, zero Checkstyle violations (Java 21). - Native Windows process execution was not run; the map semantics were checked against OpenJDK 21's Windows ProcessEnvironment source.
