URL: https://github.com/apache/rocketmq-dashboard/issues/6997

   ### Description

On `rocketmq-studio`, a configured OpenAI-compatible base URL may contain a
query string, but endpoint construction appends `/models` or
`/chat/completions` to the entire URL. This puts the endpoint in a query value
(or in a fragment) instead of the path. Both model discovery and completion
requests can therefore hit the wrong upstream route.

The settings normalizer also removes trailing slashes and
`/chat/completions` from the entire URL, so query values such as `?route=/` are
changed when saved.

   ### Reproduction

Use a local HTTP server and configure
`http://localhost:<port>/v1?tenant=example`. Model listing sends
`/v1?tenant=example/models` rather than `/v1/models?tenant=example`. A base
with `#gateway` loses the appended endpoint entirely from the HTTP request.

   Saving `http://localhost:11434/v1/chat/completions/?route=/` currently
stores `http://localhost:11434/v1/chat/completions/?route=`.

   ### Expected behavior

Normalize and append only the path. Preserve raw query parameters, percent
escapes and fragments, including query values that happen to end in a slash or
`/chat/completions`.

   ### Validation

Reproduced with failing local HTTP request assertions and settings save/read
assertions on the current base. The candidate fix passes the targeted client
and configuration service tests.
