### Which Issue(s) This PR Fixes Fixes #6972. ### Brief Description Normalize advertised IPv6 broker literals to the same host spelling Java uses when decoding offset message IDs. Raw string comparison currently rejects a known broker when its IPv6 address is compressed, uppercase, or bracketed. The normalization is limited to hosts containing a colon. Hostnames and IPv4 endpoints retain their existing matching behavior; no hostname lookup is added. The original port remains part of the match, and invalid literals do not become valid targets. ### How Did You Test This Change? - New regression cases cover compressed, bracketed, uppercase and expanded IPv6 spellings, different addresses/ports, malformed addresses, a CIDR prefix, a hostname, and existing IPv4 matching. - Three equivalent-address cases fail on the original guard. - Java 21 / Maven 3.9: `mvn -B -ntp -Dtest=BrokerTopologyGuardsIpv6Test,RocketMQMessageProviderTest,RocketMQDLQProviderTest test`: 152 tests passed, zero Checkstyle violations. ### Checklist - [x] One coherent defect fix with a conventional commit. - [x] New regression methods end in `Test`; new source has the ASF header. - [x] No new dependencies or UI text. -- This is an automated message from the Apache Git Service.
