### Which Issue(s) This PR Fixes Fixes #6992 ### Brief Description - Return an explicit incomplete result when a bounded refresh has not reached the tail; retain the live answer and optimistic question rather than dropping their only visible copy. - Preserve the current snapshot on partial refreshes, and re-read already loaded pages before spending the budget for additional pages. - Keep initial loading and Load More bounded. No backend or wire-contract changes. ### How Did You Test This Change? - New real-hook regressions failed on the baseline: live answer cleared, and loaded pages replaced by the prefix. - `npm test -- --maxWorkers=4`: 161 files, 1764 tests passed. - `npm run lint`: 0 errors, 10 pre-existing warnings. - `npm run build`: TypeScript, Vite and license checks passed (132 components, 139 license files). - Changed-file ESLint, Prettier and `git diff --check` passed. ### Checklist - [x] One coherent change - [x] Conventional commit subject - [x] Regression tests use ...Test names - [x] No new UI strings, dependencies or source files A budget-limited refresh deliberately retains the live fallback instead of treating a partial prefix as a completed handoff.
