## Problem The paged Topic list excludes system topics with `notLikeRight` patterns for `rmq_sys_`, `%RETRY%`, and `%DLQ%`. SQL treats the percent and underscore characters in those supplied prefixes as wildcards. In particular, `%RETRY%%` excludes an ordinary Topic such as `orders_RETRY_archive`, even though the shared `SystemTopicFilter` only excludes names that actually start with the literal `%RETRY%` prefix. The unpaged list uses `SystemTopicFilter`, so the same Topic can appear there while disappearing from paged results and totals. ## Expected behavior Escape the literal system-topic prefix characters before the trailing wildcard added by `notLikeRight`.
