### What does this PR do? Mock `createAlertRule` and `importAlertRulesTransfer` both derived ids from `Date.now()`, so rules created or imported in the same millisecond shared an id and became indistinguishable for update/toggle/delete. A `nextAlertRuleId()` helper now hands out one past the largest id in use (never below the clock), covered by a test that freezes `Date.now`.
