### What does this PR do? `MetricsService` rejected numeric step forms `.5`, `1.`, `+1`, `1e1`, `5E-1` and `1e0` although Prometheus and `PrometheusMetricsSource` accept them. The numeric step pattern now mirrors the Prometheus float grammar and the value is parsed via `Double.parseDouble`, keeping duration validation and the positive/sample-count guards intact.
