All 20 collected texts in tree are well above the bar (smallest license text: 470 chars), so no determination regresses. Cover the determinations path in legal_test.py: a jar without embedded license passes via a collected determination with license/textSource/ basis recorded in the manifest and the text embedded into the jar; a collected text under the bar still fails without replacing the jar; missing determination keeps failing via the existing test.
