CI follow-up for head `5c20b79`: [run 39302861566](https://github.com/apache/rocketmq-dashboard/actions/runs/39302861566) finished with 1,836 frontend tests passing and one failure in the unchanged `ConsumerPage.test.tsx:1456` (`highlights inconsistent subscriptions and refreshes the check result`). This is the existing consumer subscription recheck/timer race tracked in #5626; this PR changes only notification-delivery handling and its new regression file. All four other CI jobs passed.
