## Problem\nThe mock-mode instance service returns the fixture's topic and
consumer-group counts even when callers omit withCounts. The real
/api/instances contract returns zero counts with esourceCountsAvailable=false
unless counts are explicitly requested.\n\n## Reproduction\n1. Run the web
service in mock mode.\n2. Call listInstances({ withCounts: false }).\n3.
Inspect the first returned instance.\n\n## Expected behavior\nMock mode should
mirror the REST contract: counts are zero and esourceCountsAvailable is false
without withCounts; an explicit withCounts: true returns measured fixture
counts.\n\n## Actual behavior\nMock mode returns non-zero fixture counts and
omits esourceCountsAvailable, so demo/test mode can display resource data that
the same request would mark unavailable against the server.\n\n## Regression
evidence\nA deterministic Vitest regression failed on the pre-fix code with
fixture counts 4/4 and no availability flag, then passed after the fix.\n\n##

Frontend mock-mode contract parity only; production API behavior is unchanged.
