   ## Problem

Mock consumer-group progress, subscriptions, and offset-reset previews read
fixture data by group name alone. Consumer-group names are only unique within
an instance. After creating `cg-order-notify` in a second Mock instance, its
detail reads show queue progress and subscriptions from the original
`instance-proxy-1` group. Its reset preview also reports available queues and
permits a reset based on the wrong instance's offsets.

The fixture remains visible through these paths even after its original
group is deleted because the static maps are not tied to the active group
record.

   ## Reproduction

Create a group called `cg-order-notify` in `instance-proxy-2`, then call
`getConsumerProgress`, `getConsumerSubscriptions`, and
`previewConsumerOffsetReset` with that instance. The current Mock service
returns the preloaded `instance-proxy-1` data; a regression fails with six
unexpected progress rows.

   ## Expected

Only the active original fixture group should expose its preloaded progress
and subscription data. A same-named group in another instance should have empty
progress and an unavailable reset preview until it has its own data.
