fix(topic): mark Tencent topic-consumer TPS unknown instead of zero

Tencent's DescribeTopic subscriptions carry the real per-group ConsumerLag but
no TPS field, so TopicConsumerVO's consumeTps default rendered a
measured-looking "0" in the 消费 TPS column for every subscribing group. Blanket
metricsAvailable(false) would wrongly hide the real backlog too, so
TopicConsumerVO gains a tpsAvailable flag (default true) that gates only the
TPS cell: Tencent sets it false while keeping the measured diffTotal, Aliyun
and the Apache stats-failure path set it false alongside
metricsAvailable(false), whose semantics are unchanged (no consume stats at
all). The web TPS cell now renders 不可用 when either flag is false, mirroring the
lag sentinel conventions.
