Fixes #7299. `rmq.message.send` accepted a blank topic: neither `preview` nor `execute` validated `topicName`, so an empty or whitespace topic flowed into the topic lookup and failed downstream with a lookup error instead of an input rejection — an inconsistent contract with the REST path, whose DTO carries `@NotBlank(message = "topic is required")`. The tool handler now validates the topic up front in both entry points (same message, same 400 shape, before any topic lookup or send work), matching the DTO and the sibling `requireTimestamp` convention. Red-first: `blankTopicIsRejectedBeforeTopicLookupTest` (`""` and `" "`) fails on the old code with a lookup error and passes with the rejection, asserting no lookup or send was attempted.
