The inconsistency here sits between two contracts that already existed in the code: isReady() explicitly allows CLI engines without a stored key, while the derived enabled flag used a provider-based rule. This just makes the derivation follow the readiness contract; HTTP engines on remote providers still require a key, which the second test pins. -- This is an automated message from the Apache Git Service.
