Defining the resource itself (in the context xml) just adds a required
dependency on the mail and activation jars being downloaded. If we add the
ref, I think we'll need to define the resource itself. OK with me if it is a
conscious decision.
We should definitely add the resource-ref for the jdbc JNDI name which is
required (but not by Tomcat).
