Are you sure you are still seeing this in the official 3.1 release?   As far as 
I know and tested, this was fixed in the official release of 3.1 as ROL-1374 
(wasn't aware of the prior filing)
I am not able to reproduce this anymore on my official 3.1 release 
installation.  I also put the fix in the trunk.

In the off chance you are using Sun-specific release versions in the JIRA, I 
think we should find a way to name them differently.  I think we should use 3.1 
to mean the official Apache release version here.

I'm going to mark resolved.  Please reopen if you can verify in the official 
Apache release?
