as of revision 539068 the file uploading functionality is broken and just sends
the user to the access denied page.
i'm not sure how this broke because it was working before, but i suspect that
for some reason the 'weblog' parameter is not getting properly set on the
action when the upload is sent and thus the security enforcement is not
passing. possibly something related to the interceptor stack changes that had
to be made to put the validation interceptors after the Roller custom
interceptors.
