file/directory sizes need fixing on resources page

for some reason struts2 is not properly allowing us to use jstl EL on the
resources page for displaying the file/directory sizes in KB. this is supposed
to 'just work', but that doesn't seem to be the case.
NOTE: we are using the fmt:formatNumber jsp tag here because struts2 doesn't
have an equivalent of it's own. i suppose we could create some kind of custom
function in the action like formatNumber(num) which would return the number
formatted for us so we just display it.
