User will not be recognized if created from the User Admin Edit page

If user was created from the "user to administrator" page, he will not be
displayed under "Select user to administrator" list.
STEPS TO REPRODUCE:
1. Install glassfish promoted b57 build with Sun custom Roller 7/30/2007 build
2. Start Roller > register a new Admin user > login as admin > create a weblog
for admin user
3. Click Server Administration page > User Admin > create a new user
Username: j2eetest
Password: j2eetest
Screen Name: j2eetest
Full Name: J2EE TEST
Email: [EMAIL PROTECTED]
<other fields use default value>
Click Save
4. Go back to ...> Server Administration page > User Admin page to view
j2eetest user
