The Atom protocol has been finalized and Tim Bray has updated his Ape tests
exposing some problems with our APP implementation. I'm familiar with the
fixes, since I'm making them for Propono too, and I'd like to get them in 4.0
ASAP.
I'd like to keep APP in the experimental section of the properties file, since
we haven't put it through any sort of formal QA, but change the language
slightly to reflect the fact that Atom is final.
