customize a theme but no CSS for remote tester

I download a theme from rollertheme.com and modify the template as required.
but it is very strange, for local computer, i can see the full CSS theme(with
localhost:8080/roller/blog), then for remote tester, they only see the jumbled
without CSS blog page(***.***.***.***/roller/blog).
it sometimes ok when i restart computer, restart tomcat don't help.
I dont know why
