Russian characted displayed in the form as "????"

After enter post russian character in Blog , data get in database in the form
'?????' and rendered on form in '???'
If i'm edit data (???) table column in Database on normally russian character,
then Roller Blog dispayed ok on form this posts.
Database encoding set- UTF-8.
tomcat Connectors set - UTF-8
