Site-wide and weblog settings blacklists are not combined properly:

Steps to reproduce:
1) login as admin user who owns a weblog A, one which allows comments

2) go to server admin page add a couple of bad words to the spam prevention 
blacklist, separated by newlines, e.g.
For example:
   booger
   snot

3) go to weblog A settings page, add a bad words to the spam prevention list. 
For example:
   dang

4) go to an entry in weblog A, leave a comment with the word from the weblog 
settings page (e.g. dang) and it will be posted even though it contains a 
blacklisted term
