Roller uses Unicode and UTF-8 encoding uniformly. Roller will encode the URL
using the url-encoding of the UTF-8 representations of these characters.
You have likely got a local configuration issue that is causing the problem.
Please check the following.
Please make sure you have followed the installation guide instructions to allow
for UTF-8 encoding of URLs as well as UTF-8 characters in the database.
Instructions are provided for Tomcat in Section 3.2 of the installation guide
and MySQL on this wiki page
